CHINA CUSTOMS ADVANCE MANIFEST (CCAM) REGULATION UPDATE ON REQUIREMENTS

General Administration of Customs Peoples Republic of China (GACC) has released announcement (2017) No.56 adjusting rules on Manifest Data declaration items.
New requirements will allow P.R. China Customs to enhance the safety/security risks controls performed over inbound /outbound vessels and goods by means of strengthened Data declaration.
Main adjustments consist in:
* Enforcement of advanced manifest submission (24Hours prior to Loading) for goods (local Import + Transhipment) discharged in ALL Chinese ports
* Original Manifest data submitted must contain a detailed, complete and accurate goods description (same must be reflected under all Bills of Lading). See enclosed "Acceptable/Non acceptable commodity description"
* New additional data elements must be included:

Company name (Mandatory if not "To Order")

*Company code: list of acceptable type of code per country as per enclosed file "Company code.xls"
New rule will be enforced on 1st June 2018 (date of loading at Foreign POL for inbound Shipments/at Chinese POL for outbound shipments). No grace period has been announced.
